It's likely either design philosophy or inability to create something of adequate quality so they just reset development until they get it right, then duct tape together what they can.

I'd love to see way more backwards compatible titles shown WITH Xbox one X upgrades. Games like Conkers Bad Fur Day Live and Reloaded is 4:3 equivilant of 4k and 60 fps, "I think at least", and Fallout 3 is 4k alongside a few others.

I couldn't get over the ps3.5 visuals, weirdly shaped faces, ugly skin pigmentations and boring semi open environments.

4k 60 fps won't be happening. They would require a 12 Tflop console JUST to match this generations graphics.
Since we are on the cusp of 1080p -> 4k mainstream, next gen is still a mystery for consumers, but since 1080p isn't coming back and 4k is the future, I suspect a bit more that next gen may be native 4k, "especially since mid gen upgrades basically said, "HEY, we ARE the 4k devices!!!!".
But they'll be 4k 30 fps.
