Dynamic Themes will never be made by consumers, at least not in this gen. You need a Sony Dev Kit to make one, and those can run you about $10,000 or more.

STALKER was made by Ukrainians. Some Russian devs were on the team, but it's still technically a Ukrainian game. It's still a badass game though.

Shadow of Chernobyl runs fine on the latest patch, I dunno about Clear Sky, and CoP didn't even have any bugs when I played the NA release.
The problem with that is
1) Waiting for devs to actually develop the remakes
2) No guarantee whatsoever that the games you like will be remastered
3) With BC or PC emulation, I can play any game I want right away
PS2 had no problem with PS1 emulation. The only reason PS2 Hardware-based emu was removed was to cut costs, and that was two years ago, and they've only JUST RECENTLY started making a profit off the PS3.

Kojima's great and all, but he needs to cut the BS. He knows everyone wants ZOE3 yet he keeps churning out 50 billion MGS games every two seconds. Let Metal Gear REST for a while. Tekken 3 would have taken Tekken 2's place on that list if it were actually on the NA store. And I'm a bit disappointed that Syphon Filter 1 or 2 wasn't on the list, but oh well.
