It isn't colloquial what-so-ever. It very literally refers to a stopped clock being correct at two points during every day. It is amazing that you don't understand that when you're the one that used the expression.
It is definitely and obviously used as a metaphor, and I twisted it for fun. You've shown impressive use of language for a ferret (I'm optimistic), but you still look about as slow as our metaphorical clock.
I'll admit ...

You should take a couple of minutes to research "copy and paste". It would be a lot more efficient than re-wording the same comment over and over and over and over and over and over and over again.
The culture secretary didn't actually say fortnite is bad. He said something very reasonable and sensible along the lines of "screen time should be moderated, too much can be unhealthy for children just as it can be for adults".
It was crappy newspapers like he Daiy Mail and The Sun that ran with the "Fortnite is the devil! Forget any real problems" nonsense.
Here's what he actually said:

The console makers take their cut on physical sales as well as retailers. Besides which, this article is about first party games, so Sony taking their cut of the sale isn't really a factor.
That's a "maybe" at this point. Rise never got HDR on the PC, and it really makes a big difference to the presentation.
Hopefully we'll get HDR, Atmos, and performance all in one place this time. The NVidia partnership will probably lead to some extra bells and whistles over the console versions too.
That really depends on the extent of the damage...

I don't disagree with the whole article, but this screams of naivety: "There is simply no proof/research that has solidified those opinions as facts".
You can bet your arse that there has been plenty of research. Publishers don't make strategic decisions on a whim.
This expansion will be poor. The next expansion will be good, because people haven't already paid for it.
Yes, Activision really are that despicable.
Classic John Terry
But who does that leave to actually play the games?
Me.
He writes popular sitcoms, and tweets about the royal family and esports events.
He's very rarely in the news, and f you don't know what his job entails you aren't really in any position to dismiss it's worth.
But honestly this isn't something I care passionately about, so I'm not trying to change your view. It's fine.
He's not a social engineer, and his job definitely not to "enforce pop culture".
Social engineers are pretty potent forces though, you shouldn't underestimate them.
Sword < Pen < Social engineering.
It's nice that the culture secretary has an opinion on matters of culture.
Also, he didn't blame Fortnite for anything.

Yes, if the asking price is more than you are willing to pay, you don't pay it. Common sense prevails.
I'm surprised you're actually trying to suggest otherwise.
Someone not being willing to pay the full RRP is the reason publishers raise the RRP higher? 🙄

But that's a budget release. Does Crackdown have a pre-order price?
Changes to RRP will trickle down to retail as well. Retailers might choose to absorb it to an extent, but the increase is across the board.
Case, cover art, CD are small costs.
Distribution and retailer take are way more significant, and yes digital should definitely be a lot cheaper than physical.
Gamers can be a different breed. . ..we often accept and defend things we shouldn't.
