Nope, on the PS4 and Xbox One the digital license are linked to both the console you have set up as your Home/Primary console and the account you bought the digital game on, so you can access and share a digital game with two different consoles at the same time.
It can be done on the Xbox One also.
It's a bit odd for Treyarch to update their Facebook page with BO1 images though. The article kinda makes it sound as if there wouldn't be a new game along with a remaster, but maybe Treyarch and Raven Software are working on a remaster to bundle with Sledgehammer's game.

Not a bad month, but I think last April was better with Dead Space, Saints Row IV, The Wolf Among Us and Sunset Overdrive.
That one was an actual problem, it was a bug that made her character model skinnier than what she was suppose to be with those particular skins.
