A shortage is a shortage of SUPPLIES. Sony did not have enough supplies to meet the demand. It's as simple as that. I'm not sure where you get the product is priced too cheaply from. Regardless, Sony knew this month was coming, they should have ramped up more production of their hardware to meet demand especially after the shock that Heavy Rain caused.
