None of Max Payne 3's cutscenes are drawn out and boring. Rockstar knows how to write a convincing and easy to follow story that doesn't dwell on a 10 minute scene of an old man hiding behind a container and breathing heavily. In other words, they didn't complain about not being able to skip them because they aren't an issue.
