I speak fluent German (I'm not German though) and to summarize, what they're saying is:
- The PC version that they were playing was using a high-end ATI-graphics card (unspecified though).
- If your PC is under 1000 euros, it's likely that it's going to look worse than the PS4 version.
- The game is noticeably higher than 720p, but not quite full HD, so in other words 900p (this we already knew).

And good news BTW! No major visual discrepancies between the PC and PS4 versions (aside from some shadows and textures) according to GT, the PS4 version seems to hold up remarkably well! :)

Specs must matter to him. In fact, I'd argue that they matter to EVERYONE, to some extent.
Obviously they DO matter, otherwise we'd never feel the need to upgrade! Games are definitely the deciding factor though (looks at PS2), but given the choice you'd want the best specs AND best games (assuming you aren't a fanboy of some sort).
I'll stay as objective as I possibly can and simply say this; although I'm not getting an Xbox One, I'd prefer a lower polycount (it's still pretty high) with a stable framerate than the other way around.
Why would you though? Spending resources on something that is ALREADY more powerful? It doesn't make business sense, UNLESS they were trying to bridge a gap.. Level the playing field, so to speak. WHICH I'M NOT AGAINST! I'm not against this in any way, I'm merely pointing out their reasoning to those who blatantly refuse to grasp it.

What impresses me the most about driveclub, as of now, is the lighting.. Depending on the weather, it completely changes the look of the game! The dynamic lighting in driveclub is definitely the best I've seen yet in a driving game, and YES, it demolishes Forza 5's fixed lighting effects. It's a scary thought when you start thinking about future GT titles on the PS4... Although don't get me wrong, Forza is a fantastic looking game as well!

But you could argue that most of the official numbers are intended to reasure investors and devs more than anything! But, to some extent, it even reasures us (the consumers). I truly loath fanboys who use sales in arguements, and I don't trust vgchartz when it comes to accuracy, but unfortunately I think it's needed and has it's purpos...

A successful console has a higher probability of attracting developers, therfor meaning more (and hopefully better) games!
