all it comes down to is how comfortable and knowledgeable a developer is with the hardware.
exactly. why waste millions on DLC when you could have put that into a new IP budget or studio. DLC doesn't sell consoles. exclusive hits do. (and no, not Games for Windows as well, that cuts into your pie)
