Zenimax online is the developer, Bethesda Game Studios(the guys who developed all the main ES titles) have nothing to do with making this game. Apart from maybe Todd Howard stopping buy to check if little lore things are in order. Bethesda Softworks is not Bethesda Game Studios.

They were for some reason alot shorter and more linear than in previous ES games idk why they decided to go that rout but i hope they bring back better guilds in the next ES or more side things to do in Fallout 4.

Yeah but there wasnt really any platforming either...most of the time the dude was on rails and fought against like 1-3 enemies and constantly did his little jump dash attack. I love platformers too but this looks like nothing special or innovative in that department.
Its not the fact that its not a shooter thats turning ppl off i think. For me its the repetitiveness of it and thats only like a 15min clip, i cant imagine playing this game for any longer. Tons of great games arent shooters but they are also good games.
No cool down timers as far as i know. Abilities just use up stamina or mana like traditional ES.
