The masses buy whatever genre is flavor of the month, this is a niche genre. 2 million sales should be more than sufficient to cover dev costs, unless they built it on a brand new engine.

What stuff for next gen? Rare is lost in kinectland. Halo is a given as is forza. Fable is questionable with peter m gone. Epic(3rd party) is in charge of gears, it might be a new and unproven ip next gen.
Almost everything else is made by third parties that have moved on to new ips. What was the point of stupidly gutting their 1st party devs, if they just have to rebuild their lineup from scratch next gen.

Sony always takes a loss on it's systems initially and they are tech monsters(the consoles), nintendo always sells their at a profit because they usually use older hardware.
