Legality of mod chips in Australia was contested around the argument of what they let the users do.
They are legal because the court found:
1. Having a mod chip in a console doesn't automatically equate to piracy.
2. The mod chip allows playing games from different region.
What wasn't argued in that case was wether the mod chips are legal based on how they were made.

Sony lost that case because PS1/2 were region locked.
Sony argued mod chips are illegal because they allow playing of pirated games. The court ruled against Sony because the mod chips allow consumers to play often much cheaper imported version of a game compared to the ones retailed here in Australia.

From my experience, To get funding approval for spending tax dollars on hardware purchases, you have to have risk mitigation plans. Usually this will include sitting down with the vendor and iron out a contract that stipulates X amount of dollars for Y level of support service over Z number of years.
PS3 Vesperia only needs to sell like 160k copies in NA and EU combined to match 360 sales.

The main problem is that PS2 was so successful, that a lot of Japanese devs' mentalities are still stuck back in that old era. Doing everything inhouse and build own game engine has long been a tradition. Perhaps it's because of the huge leap in terms of hardware between this gen and the last one. There are Japanese devs who put effort in adapting to newer platforms and succeded, while others failed miserably, just look at Last Rebellion.

You have a choice of 3 types of control schemes in PW.
Action - like portable ops, I hate how you have to hold circle then use L/R to access item/weapons lists.
Shooter - the manual claims it's like mgs4, you use the 4 right hand buttons to control camera as if they are the right stick. D-pad is used for action, croutch, item, and weapon.
Hunter - supposedly based on monster hunter game controls, can't verify since I never played that...
Just watched the first trailer again, but this time with Japanese audio.
The dialogue differences are significant.
e.g.
“We’ve got approximately eight hours to stop that from happening… We WILL stop that from happening.”

"There's only about eight hours of time left, no matter what it takes, we will prevent the next attack."

GOW games are niche in Japan, I'm suprised JPN version GOW3 even sold that many copies. The series has always been dogged by censoreship there. They let Capcom butcher the first two games. Now Sony tries to right the wrong by publishing GOW3 themselves there and still end up with an inferior version that comes out 9 days late, has no tits, no helios head ripping, censored here and there again, etc. Probably more copies of NA version were imported than the local version sold.
