I've seen 10-20 hrs being said, not too bad for a budget title.
They made some good points on other ports not costing as much, but the price is average for new games, apart from the sucky lack of regional pricing which they need to address.
Think you have missed the context of that completely, they are not saying it wasn't already a great game. Just that PC gamers had to wait get our/their hands on it and it's a good port (with some bugs, but nixxies are releasing patches rapidly) of an already great game.
