Highly doubtful it will impact the PS 4 sales as the PS 4 owners that have already decided to purchase it on the console still will. I will wait for the PC version myself as I have too large a backlog anyway.

Would it still be a scam if they went under and not just ran with the money? I would understand if they never released a final product (keeping it at Beta stage forever) in questions about a scam but not for going under with every intention of releasing a final product (I am not an investor in SC to be clear, I am waiting for Squadron 42 though).
Depends if there is a price difference to reflect the higher price of the X and people have the funds for that sub, maybe that would sway their choice. If the price is the same across all iterations of the One then yeah why would you choose those.

Doubt that, yeah a good few 3rd party games come to PC but not their 1st party offerings (PS Now will change that but you only get 720p). MSoft on the other hand own Windows and Xbox so a no brainer the 1st party games end up on both. If Sony did bring their 1st party games to PC then I wouldn't need a console (well, maybe a Ninty machine).
I'll wait for PC version, too many games to try and get through across consoles and PC (even my backlog has a backlog) to double dip.
