It wouldn't benefit them. The vast majority of people who want to play online will pay the $60 subscription whether they like it or not. If people could pay a smaller fee for online access only then most current subscribers would opt for that plan, this would mean less revenue for Sony. While the option would be good for consumers it simply wouldn't benefit Sony so it won't happen.
$20.00 is reasonable assuming they're online infrastructure is good enough and they've changed how the monthly games work so you can keep them as long as you have an active subscription which is good. The voice chat system is still bonkers though.

They're using better hardware than what's in the PS4 to run those games on PC and even then performance is not great.
