Customers. People will buy a PS4 for TLoU2, might even get a Pro. At that point they're in Sony's ecosystem and there's the possibility that those customers will continue to spend money within that ecosystem on additional software (which Sony takes a cut of), subscriptions and peripherals.
Of course you actually have to make compelling exclusives to be able to do that, Microsof...

Sure. They have to be only cosmetic and not tied to progression. You should never get duplicates. They should not be purchasable with real money at all, they should be only obtainable via in game activity.
If companies want extra money then they can work for it by making new content that consumers can just buy without dealing with RNG BS. Instead they would rather gate existing and future content behind a virtual slot machine.
