I guess it would have been nice if these new consoles were actually close to high end PCs. They are struggling to hit 1080p60, meanwhile PC is shifting into affordable 4k gaming, likely a 4k tv is the next big upgrade for every home in a few years.

Oh god, this reeks of 3Dfx, DX API put an end to that. So we're going back to the days of certain games requiring specific cards. It'll be a pissing contest between AMD/Nvidia on who can score the best games for their cards.
That's 5 year old tech, GDDR6 is the future, expect it on the next card after this.

Clearly we need an AAAA budget term for games now. GTA V was probably one of them.
The streaming feature seems like a good strategy to give Linux a gradual adoption. If its on Windows, stream it, if its on SteamOS, play it locally.
