I don't think it's about being rich it's more about priority, I am not a rich person. if you like going out for a meal once a week for example you quickly spend more than what these devices would cost.
Very simple but very addictive, great game and time waster.
Top for me is pc, then the rest follow:
1. PC usually if you can play it on here this is the place to play it, plus its only place to really play strategy games.
2. Xbox one - great lineup every year of games I like, needs PC to Xbox streaming, more cross play and cross buy would make it awesome.
3. iOS devices - iPad and iPhone, best devices for pick up and play when out, on crapper or just before sleep

Usually, PC, ps4 then Xbox, patches on Xbox were very delayed in early days of this game.

I comment because I used to really like assassins creed and I have played every one of them since they very first started. But like I said I find it hard to get excited or even interested at all for this new one, I had same feeling for unity they just seem to have gotten very bland both story and gameplay recently.
Are these people hobbyists working out of a garage scrapping by? No, this is a huge company with millions of dollars from investors being put into this game over many years. If this was a indie game I would happily accept your points, but it's not and its actually far from that scenario.
This game was really badly managed, looks like they got funding for a game but made an engine and tech demo instead.
