If one factor is more important than another, you give more weight to the factor. If more important factor is lower than the normal average then the weighted average can be lower than normal average.
But if every single factor is less than or equal to 9, there is no weighted average gives you 9.3. Similarly, the subscore of this game is all above 8, so it could never get less than 8.
