Because I tried to build one i7 processor based PC, and x58 board + 6GB DDR3 + GTX 275 costs around 820 bucks already. I still got to have HDD, DVD rom, power supplier, case, and etc...

Cell is composed of 1 PPE + 7 SPUs, but one of SPUs is turned off so that even if there is one failed SPU during the manufacturing process, the final product can be still usable.
This is because SONY was little hurry back in 2006, and I don't blame that since it is still great.
there are 7 SPUs, one of them is blocked for quality issue (So that even if one of SPUs is failed it can still work as it supposes to do).

since Cell is so powerful, the other parts of PS3 don't catch up such as RSX. I heard from various interviews from SONY first party developers that Cell, in fact, helps out RSX in graphic while it does everything normal CPU supposes to do.
For PS4, I am pretty sure SONY will not mistake again by putting something "ordinary" while one of the chips is super-extraordinary.

It is very clear to see what they are capable of when they develop PS3 games. I won't say all of them are inferior than SCE first parties since it is not fair, but I definitely say that there are big gaps among third party companies.
