I'm not saying Dishonored doesn't look well done. I just think Borderlands 2 appears more polished. It's a wild prediction I know, but I guess we will have to wait until the game comes out to know for sure.
I wouldn't argue with the headline. Borderlands 2 was the only game that I feel wasn't rehashed. It's only contender seems to be Dishonored. I feel it will be a good game, but not on par with Borderlands 2 in terms of gameplay and polish.

I've owned it on xbox and pc for a few years now, didn't know it wasn't on ps3. That sucks man, everyone should be able to enjoy it regardless of platform.
Xbox 360 was announced in May 2005. It shipped seven months later in November 2005.
Announcing it over a year ahead of time could potentially hurt sales of their current generation. You saw this happen with the wii, although it's arguable as wii sales are already in decline. That said, it makes more sense to launch a product soon after it's announcement.
99.9% of pc games allow you to run a game at a variable framerate depending on your system specs. Only recently have there been restrictions because of direct porting from console. Dark Souls PC is the only game that comes to mind, it was locked to 30fps.

I have borderlands 2 on PC and Xbox. I'm blown away by physx on pc. It's incredible.

It requires you to reach level 20 for an achievement? I hope level 20 isn't required for all character achievements.
BL1 allowed you to reach the character achievements between level 5-10.
You don't need to win GOTY to release a GOTY edition.
GOTY usually includes all dlc/expansion packs with the game.
Those disagreeing note that I bought a $300 video card that included BL2 for free and since my code said Steam Preorder I assumed I was getting the preorder bonuses. I did not.
