Sony cannot just ignore the ps3 owners who are not connected no matter how much of a minority they may be (30% is pretty big btw). Whether or not psn is free is also irrelevent because if someone cannot pay the internet bill one month and it gets cut off them your idea will leave they're ps3's bricked as well which is unfair.
Dont give them ideas

PSN has an equivalent to most of those things already.
With the amount of stuff they give you for the whole year that shouldn't even matter. Even if your subscription ends just re-subscribe and all the games from your past subscription come back. Thats more then a good deal for 50 dollars.
