Yeah but then it would turn into a guaranteed $60 vs a possible $60 - 120 as a casual gamer may not be as likely to do that. Also not everyone has every console so that lowers the possibilities of that even further.
I personally don't think Activision will do it. Yes it benefits us the consumers but it doesn't benefit them. Why split up the MP and SP and charge less for both when people have no problem buying the full 60 dollar experience. The way I see it people will just take the option to buy COD for the MP for say 30 bucks and Activision will lose 30 bucks off of everyone of those customers.
