it's not. It's a low end cpu and a mid range pc, what did you expect? A 7850 witch is inside the ps4 use at max 101w, but the ps4 one is underclocked a bit so it's lower at full load. As far as cpu,well intel's i5 4670k do consume 132w at full load witch is probably 2-3 fold faster then the one in ps4.
So yeah 250w isn't surprising get over it.

There's a 120 hz 1440p monitor getting released soon and some 4k monitors witch need those kind of cards. Some people got the money to buy these setup and there is definitely got a market for em.
I personally don't get 2 gpus on 1 pbc, for my need 2 cards on separate...
