I can't imagine how it would work on the Vita, the game's 17 gigs on the PS3, 19 on the PS4, and another 2 gigs just for Japanese audio. There's already quite a bit of screen tearing and lower resolution textures on the PS3 version.
Even if it were possible to compress everything down to half-size, the quality drop would pretty much not worth the resources like you said. Also the game would likely be over the size limit as far as I'm aware.

That is a likely scenario, especially if both of those games are in early stage of development. But who knows? If Nintendo really wanted to hit their sale expectation they might have to bring their big guns abit early on.
