The hardware was discontinued, but the store itself was not. When the store was supposed to close, Sony didn’t inform the developers months or even weeks in advance (and even sold PS Vita development kits to some devs, knowing full well that they are going to close the store).

You’re right, 120fps is not necessary for this game. However, it is a nice feature to have and there is no downplaying that. Ask a sensible person to choose between 60fps and 120fps, and you’ll know what their answer is.
