I don't understand this, not every game can and should get the AAA exclusive treatment like spiderman, God Of War, etc. Games like gravity rush and concrete genie are perfect exclusive games to offset big releases, it's perfectly natural to have smaller exclusives in terms of marketing and budget and really helps give a console legs ...
The Witcher 3 wouldn't run at half the frames it does on switch on PS3/360 even if they put the necessary resources into it, as the game wouldn't be witcher 3 anymore. This is still a perfectly playable and handheld version of witcher 3 that was released on PS4/XB1, just with the obvious concessions made.
These are the only way to play these games handheld natively and have a similar experience to console, albeit with lower textures, res, etc due to the cost of port...

After hearing about Atari's finances, the state of their prototype motherboard as well as numerous other things like the head of the project leaving, I doubt this will ever release. Same with the Amico but that at least gets some concrete updates on its development
The game has aged so well and is a great time. Boggles my mind how EA haven't seen the potential in reviving the series
