It's full of bloom effects, and low poly count...it actually hurt my eyes and made me feel like I took a couple of shrooms...
I personally think it's poor art direct...This is definately not next gen skyrim...no where near. Even Skyrim looks better than this without mods/HD textures..

If you can't tell the difference between 60 fps and 30 you need your eyes checked.
30 fps is mainly used in Movies, this is becuase the lower the frame rate, the hard your eyes need to work to make the moving pictures connected. So the higher the frame rate, the more fluid it will appear and the less your eyes need to strain.
The reason they do that in movies is so you focus more on what your seeing. Games do not benefit from it unless it's a QTE only...
If you think 60 fps vs 30 fps is not a "definitive" reason, input latency says hi!
The not only is game play easier on yoru eyes, response time is also much better...
