The difference is the ps4 doesn't have a major API update coming out soon, unlike dx12 which is coming out soon and is an update that is specifically designed to help increase performance.

Yes, Ryse is one of the best games I've played this gen. If it Ends up not coming to Games with Gold, you should buy it. It really is great. Some parts have weird hiccups or the occasional Glitch, but it's worth it. Especially if you can find it for like 30-40 bucks.
