Unless Japanese government prohibits game consoles except Xbox One, it's impossible.
Most of early Xbox 360 owners in Japan( I'm one of them ) are disappointed at the RROD and the withering of Japanese Xbox 360 market and abandoned the console.
The Japanese learned that we must not buy Xbox anymore.
Only a few fans of some Xbox exclusive titles (Halo, Forza, Dead Rising, space shooting games, etc.) ...
According to some manager/employees in Japanese small retailors, Japanese wholesalers are negative to handle Xbox One.
It seems the supply is low and limited to major retailors.
Considering the current disastrous sales of Xbox 360 in Japan, it's not surprising.

You and the author of the article you cited don't understand the Wii U's main chip is a MCM (Multi-Chip Module).
The CPU part is made by IBM Fab, and the GPU + eDRAM part is made by Renesas.
Nintendo has not announced yet that they had moved to another fab to make both the CPU and the GPU.
I don't understand why Western game media regard this as TGS conference.
It's for Asian market outside Japan.
