Elders Scrolls and Fallout are not multiplayer fps games. They are open world sandbox rpgs, an entirely different genre. You think money for development grows on trees? This franchise is already the most expensive made in history, you're expecting far too much from Bungie.
What you're suggesting would be an entirely different game, you cant expect a multiplayer fps to have the depth of RPG elements that the games you mentioned have.
