Need for Speed: Most Wanted is very different from Horizon. The former is basically Burnout With Cops, while Horizon is basically a Forza-branded Test Drive Unlimited.

Has nothing to do with kill count. Halo team DM's are built for team DM. Starhawk is too objective based and not paced for 10-15 minute matches.
It doesn't translate well to tourney play. You want timed skill matches.
Why bother? Interplay now owns all the Baldur's Gate, Icewind Dale, Planescape Torment, etc IP's and can produce new ones.
