Apparently he is, since according to the link you posted it took 3 MONTHS for a mere indie title, while Gaming Jesus as you call Him, claims 2 WEEKS and only 2 MONTHS even for an AAA title...
I think we'll see lots of PC games coming to the PS4 but very few PS4 games going to the PC.
M$ and Sony we'll throw tons of "incentives" for devs to stick with their ecosystems.
This will be true especially later in the consoles' life cycles, when the average PC will outclass 'em in every way.
Only way to compete, apart from having a legion of blind rabid fanboys, is exclusives exclusives exclusives.
