that's because of the size of the market, scale to the economy if the market is bigger then you can sell for less knowing that you will make the ROI you want, if the market is smaller you have to raise the price to a point where you get your ROI with smaller sales...

umm isn't January a slow retail month globally, a lot of people get into serious debt during festive season and January/February are generally tough, and people have less cash to spend on luxuries. That's my opinion

that is generally when cost has gone into R&D and where you have to build assembly lines. The technology is not new and most components are already well into there life cycle.
Exactly, The R&D spent to make the Cell and Blu-ray contributed to the high cost of the PS3, where most of the technology in the NGP is current technology that has been tweaked and developed previously...

Also PS3 price was mainly down to 2 things R&D for Blu-ray drive and the Cell B.E CPU which was very expensive to develop, the PSP2 has no major cost related to R&D like the 2 things I mentioned, so the cost shouldn't be as high as the PS3...
