If you want Ray tracing you need the hardware, and consoles ( no matter how hard they try) do not have the hardware to "properly support " RT.
If no RT is make or break for some of you then you are gaming on the wrong platform and need to spend the money on a high end PC.

GTAonline is the online platform, that is never going to change even when gta6 finally does come out .
GTAO doesn't require any money, and all updates are free for everyone.
