The game flopped. You just can't compete with Call Of Duty and live to tell about it. Just ask Medal Of Honor ;)
With that being said, the multiplayer is great. Maps aren't very good though.

You are ignoring the free FIFA 17 with every XB1 S, the Gears 4 and Forza release.....yet it won by a mere 25k units.
PS4 had nothing in October in terms of new bundles or massive deals. All it had was Playstation Vr which is incredibly expensive.
That PS4 deal last like 1 day and that was at the end of September.
25k is nothing really. PS4 sells that much in 1 week in Japan alone.....

You can't place all the blame on the release date. Marketing wasn't very good this time around either. No console bundles either. It's also a futuristic sci-fi shooter, something people have been shitting on for a while now. You know how peole have been shitting on Infinite Warfare online? Well people haven't been talking about TF2 at all, good or bad.
If people were interested in Titanfall 2 they would buy it instead of BF1 or IW. They didn't. Who knows...
Gears 4 isn't 'strong' at all. Sales are extremely low, selling as bad as Gears Of War: Judgement, which was a huge flop.
Gears needed a reboot, huge design/mechanics changes. Maybe even switch to first-person. There's other games such as Uncharted 4 or even The Division which do the cover-based TPS gameplay better than Gears. It used to be unique and had this next-gen feel but its just not exciting anymore.
