It sold 300k+ in its first week on the PS4 so I dont think its unreasonable to say that anything under 400k for the first month on the xbox will mean its an unsupported game.
Anything under 400k in its first month will be an unsupported game but ultimately anything bellow Rise of the Tomb Raider sales for the Xbox will be an unsupported game.
