This does not sound particularly out of the ordinary, I would believe Carmack.
I personally don't expect a game to just "keep me busy", but I think 2:16 of bare bones in an RPG where most of the time you are running around some desert or forest indicates a lot.
I think this generation we reached certain plateau or limit, which is not directly dependant on raw power, and I'm curious about how will we overcome it; detail.
Games of the future will have to have much better physics, a lot of I+D and technical consultants would be needed, from botanists to doctors, and of course physicists.
On the other hand, I predict horrible crossbreeding with other media, producers and directors sticking their nose and running ent...

Sorry but there are no "simple" replacements in all of this theorizing.
If you are indeed talking about an additional texture pack (which would be almost impossible to achieve since you would have to update the game with a geniously tailored pirate PKG, PUP or something), be prepared, as you yourself have said, to have more RAM.
And in that eventuality, good luck finding

Good job improving basic components, but the supposed consequences described are nonsense.
Firstly because draw distance and texture quality depends on TAU's ROP's and pixel shaders.Not thermal paste replacements, polishing, or capacitors.
Then, game code itself is totally locked (it won't automatically output better textures or draw distance as is expecting fixed hardware) and lastly because all he did are physical improvements on the quality of components in the motherboard and PSU.
