RoF is better; it's not even close. Pretty much everything in Star Ocean IV was terrible: terrible story, dialogue, characters, animations, character designs, etc. Oh God, that game was crap; it's even worse than Star Ocean 3.
I'm loving this game so far. It's very fun and difficult. It's not cheap or anything, just strategically demanding. The combat looks complex, but you should get a hang of it once you go through the optional tutorials and play a few random battles after that. RoF keeps making me come back to it because of its incredible gameplay. I even had to put down Yakuza 3 :(

There are some cinematics that recap the story from both Yakuza games, so you shouldn't be too lost. I watched them myself, and it did a pretty good job.
The demo doesn't do the game any justice; there's a lot of things to do. The story starts off a little slow, but it picks up after 10 hours (this includes spending time doing submissions and mini-games). The characters are also pretty good - they're rich in personality.

FFIX is my favorite out of the PS1 FF games. I enjoyed the medieval setting, and the story was pretty charming. I would buy it again in a heartbeat.
They're both pretty easy to learn. The world map is pretty straightforward, and using the hexs is a little addicting.
The combat is pretty easy to learn if you go through the tutorials. The tutorials are optional and missable, and there is a chance you can get sunk into a battle before reaching the tutorials which is a poor move on the developer's part.
RoF is very fun and difficult.
So far I'm enjoying it, but the review does bring up some good points like the dungeon and battle environments. The battle environments do look the same. It's a little dull seeing the same thing, but they do change it up with the bunker, barrel, enemy placements and whatnot.

@Marius, yes that's the main reason why I want a NeoGaf account. They have the best official threads mainly because you a lot of players discussing the game as you play; you'll be lucky to get two pages of Yakuza 3 here in the N4G forums. I want one when Strange Journey hits.
