No, they are just forming a new group that will be under Microsoft, this new group will handle future titles and I imagine DLC.
I would imagine that it would be implemented in both unless M$ is buying exclusive control schemes now.
The difference is so small no one can argue if it looks better on either console, there's small differences in lighting and smoke effects, but beyond that there is no difference at all.

I believe Capcom has listened to both cries of the conversation and said that there will be an "Option" to use the RE4 controls or the action ones.
If you want the walk/run dead space or gears movement you can select it
but if you want the RE4 there giving you that option too

Nah DOW2 is already coming out and from the beta I can tell you It would be hard for halo wars to stand up to that PC game going in as "just another PC RTS".
Halo Wars is doing the right thing releasing it on consoles, because that's where the fanbase is at, that's where the individuality is at, and if they succeed Ensemble gets to take the title of first "successful" RTS game on consoles.

The thing is Micheal Pachter makes predictions on a purely business point of view, and from that standpoint his predictions are viable options and do represent the direction the market is taking.

The details are so insignificant that it really is unnoticeable and have will have no effect on game experience.
Saying that the xbox has a slightly better shade in some areas but as I said before its insignificant.
