While Schafer oversaw it, the guy who came up with this concept, and was lead designer, was Lee Petty.
While the other Double Fine games has very much been from "the mind of Tim Schafer", Costume Quest, Stacking, and the two unknown smaller titles are all made by people on his team that submitted their ideas.

The videos from Amsterdam had an island where you would move around and shoot targets, including one deep in the middle, and one where a dragon was shooting out fire, so there's definitely room for SOME interaction.

I haven't touched the Tactics Ogre games, but from the looks and description it sounds like the precursor to Final Fantasy Tactics, and that's definite plus.
(PS: "Let Us Cling Together" sounds more like a J-Pop song than a tactical RPG.)
