No one can prevent a DDoS attack unless you control everything that's connected to your network. A gaming network will always be vulnerable, but there are ways to limit and mitigate the affects of such an attack.

Sony is probably trying to isolate the source of the attack. That's probably the reason the XMB doesn't show up. Give it a few minutes. It'll come up once they're done checking the server that your console connects to.

Since large segments of the PlayStation Network are coming back online, Sony probably already has measures in place to mitigate the effects of such a disruption in service.
