That's because there is a lot more going on in Halo games than most visually impressive games out there now. The scale of halo levels are huge with explosions everywhere and advanced AI everywhere.
The game looks amazing.

Because in the books they are monstrous. Fast killing machines that made Homer's gods look like children.
Give a spartan an Energy sword that would cut through anything and the Jedi wouldnt have a chance.
best fps I have played in a long time. Probably the best overall and i love many kinds of FPS's.
But reach gives me the Campaign of CE and a multiplayer like 2. And everything that made 3 amazing with an amazing Firefight.

The reason why you cant turn it off is because halo's music is a huge part of the game. MS normally makes it a requirement that you have to offer the player the option to turn it off.. but they let Bungie slide.
You wanna know why that may be? Because the music is nothing short of spectacular
well you can make your own invasion. so the possibilities are endless.
And Reach's single player is better than most FPS's single player. killzone 2 for instance had a horrible single player in my opinion.
I can play the single player with friends or by my self with reach and never get old.
in his description.. he states how he actually enjoys it and that if you like resistance, you will love it.

EDIT: I think the article is trying to point out that installing halo 3 did not make load times any better. Whereas, reach does.
