Ignoring the fact that the auther said it features "amazing graphics" and a wildly different score than nearly everyone else (which in itself is okay), they said vasically nothing about the quality of the game in this "review". I wouldn't even call this general explanation of gameplay features an opinion piece, just a list of whats in the game.
My personal favourite is Dishonoured 2, but again that isn't developed by them, only published.
The letter itself is fine i suppose, not exactly a shock message prior to a games BETA. The issues that people have with the game is the things you listed (graphics, engine, glitches) and so much more. These are all things that people should absolutely should be criticizing.
If CD released this type of message before the release of one of their games people likely would receive it better but not all developers are equal. Bethesda's track record doesn't exactly inspire confid...
This argument falls apart when you look at the rest of the AAA industry.
Firstly it was no where near as buggay as bethesda titles are at launch. Secondly CDPR actually makes a real effort to improve and fix their games post launch. Lastly, the witcher is a great looking game with more advanced rendering and simulations systems yet still performed better than fallout 4.

To be clear, it isnt as simple as changing the camera to a nee location. It is introducing and perfecting an entire new set of animations, interactions, and most importantly movement ability. In first person a character is expected to move almost with 1:1 accuracy to input. If you do this in third person it looks aweful and incredibly unrealistic. Particularly with the comprehensive movement system shown in the demo, this would all have to be changed for the different perspective and the play...

Also to clarify the patch size is due the the storage structure the engine uses. It downloads and replaces effectively all existing files.
It's interesting how the author says games media, and then really only argues against the claims of a single article. That article was from Forbes, not exactly a widely respecting games media source. Yeah the game is great, but the initial claims of the article really were not defended.

Just out of curiosity, what other RPGs do you prefer over The Witcher. I don't mean to diminish your opinion, but I would like the perspective of someone with whom I disagree.
Adding a fpp to a tpp game is not even remotely the same as doing the reverse, especially when the entire game has been developed with fpp in mind. The animations, camera work, interaction, and many other elements would all have to be redesigned if they didnt want it to look like garbage (like bethesda games).
