No that's not how that works,shifting heavy loads towards a GPU will elevate some workloads from the cpu.
What he is saying is the increase in performance when playing with lower resolutions will have less percentage performance gains because the workload is shifted towards the CPU.Playing @4K will show you results based on the better GPU handling 4K better,not with lower resolutions where that difference will be more reliant on your CPU.
People didn't understand the purpose of a target render back then and they didn't have a digital foundry to make it into a video,this was even pre-Youtube.When taking an effort to understand just search for a development process of for example:Halo 2,you'll see they actually downgraded a lot of " promised " segments of the game and couldn't deliver on their promises.
If they didn't have the hardware they pretty much made a target build that could be used to tweak for PS3 hardware and ended up to be totally different.There's a huge difference in approach compared to games like Watchdogs where they even tried to hide settings used for showing purposes WELL INTO the game's development.People didn't understand the purpose of said target render and honestly it seems you still don't lol.
