It's for the same reason they don't include HDMI cables. Believe it or not, most people don't need them, because they don't have a HDTV.
Did you hear anyone complain about storage issues for the 360 Arcade? It had like 512MBs.
They use it for saves and maybe some avatar stuff and that's it.

I'm not very hyped for the game.
