For some reason I liked both but if I had to chose then it would be the first... I want the third to be more like the first than the second.
You don't need a highly modified PC for this game... With a simple Dual Core, 8800gt card and like 2 or 3 GB of ram is all you need to run an X360 game.

The architecture of the PC and X360 are so similar that it would not make any difference if they focus on both or just one... That's one of the advantages the X360 over the other consoles, very easy to port games from PC to X360 or the other way around. And if you read the article it clearly states that this decision was made by the Publisher and not the Developers.
