Like others have said, games that are announced should be released within a year of the reveal.
I understand that delays are sometimes good, but they can also have a negative effect on development. It doesn't happen often, but when it does, it sucks.

Framerate is the biggest factor on how playable the game is.

In regards to the R&C franchise, the one and only game that was capped at 30 FPS was Into The Nexus. It's also one of the lowest rated R&C games.
