It wasn't announced in the normal way. Bing Yang worked on it on his own after being inspired by ff15 combat, revealed his gameplay and was approached by many publishers, eventually siding with Sony after they agreed to give him a team to continue development.
This would be similar to somone creating for example a Zelda remake in unreal and Monte do signing on their person to continue development

A team of approx 15 ppl managed to make a game where you can be on the ground, jump into a starship, take off into space, land in a space station, trade, leave space station and land on another planet.
WITHOUT ANY LOADING SCREENS.
