iirc, it's multiple users on one console. Not multiple users on different consoles. If you have multiple consoles at home, you won't be able to play at the same time with one copy of a game. Yes,technically you only need one copy of a game.

If they don't do this for the ps3, it pretty much confirms that ps4 will not block used games or charge a fee. It seems Microsoft and ea have entered a partner ship that requires you to sell and buy your used games through them.
The thing is the casual gamer won't be as informed when making their purchase. They're in for a rude awakening when they find out about drm, used games and Kinect always on to use the console.
