60fps improves reactionary gameplay, it allows the game to improve tracking (where the enemy and player are), aiming, dodging, parrying is more accurate. This is more important in harder difficulties.
What SSD do you use? This is a SSD based game, there will be problems with a slow SSD, even if cpu and graphics are high. A fast SSD would isolate any other issues.
